The biggest threat to the society today is not the forest-dwelling, bomb-building eco-freaks, but rather someone who'd commit a destructive act that was at once impulse-driven (required not more than a day to prepare), easy (required no rare items nor extensive knowledge), and shocking (killing or permanently injuring substantial numbers of people).
